The Professional Regulation Commission (PRC) invalidated the examination results in two subjects of the Civil Engineer Licensure Examinations conducted on November 17 and 18 due irregularities.
In PRC’s official announcement dated November 26, the commission voided the exam results of the Hydraulics and Geotechnical Engineering and Structural Engineering and Construction portions given by the Board of Civil Engineering.
“After evaluation of the examination result in the subject Hyrdaulics and Geotechnical Engineering, PRC finds the same to be “statistically improbable” considering the unusually high grade/rating obtained by examinees,” the PRC announcement said.
Meanwhile, the National Bureau of Investigation said it confiscated two mobile phones from two examinees. The PRC discovered that one of the two cellular phones contained answers to 30 exam questions. Of the 30 questions, 21 answers were found to be correct.
The irregularities in the exam results have been reported to Labor and Employment Secretary Arturo Brion who in turn lauded the immediate and decisive move of the PRC.
Reports said 4,782 examinees took the licensure examination in eight testing centers nationwide.

I think the prc owe us a valid explanation for including geo/hydro set. Their reason of “statically improbable” was really unacceptable for us who reviewed so hard and expected that it was the only set which gives us the strength that we need only average scores for the 2 more sets… All examinees i think will agree to me that it was really an easy one. And why not include math/surveying set? Is it because that’s the most difficult one? Common that’s so unfair..

Is it not possible for examinees to get high rating???? Come to think about it…. we examinees have reviewed well,, most of us took this exam more than twice already and is just right to get a high a rating since it is every examinees aim…. Who should the PRC blame??? is it the examinees or the examiner??? the exam happens to be easy on our part for we have studied well, reviewed well, prepared well… If PRC is basing it only to past examination ratings, then that is unjust… Does the PRC mean that not all of us did our part and that only few should pass like the past exams? Maybe they are not happy that everyone will pass which is a very unprofessional attitude…. PRC? my God!pls…pls…pls…it’s not possible to have highest grade in Geo subj.because this is easy one subj. even the examiner know bout that so why need to have retake. For God sake, we didnt cheat.We did do our best in order to pass the exam,why including those who are so innocent, those who study hard to retake?it’s sooo unfair. And if there’s a retake, why not including math,surv.why not all subjects?cause this subj.is difficult and so impossible to have highest grade?wow….retake is soo useless if math not included. How come you P.R.C. would say that it was statically improbable to have a high rating in geotechnical engineering???, Then it was also statically improbable to say the result of the november 2006 civil engineering board exam for there were many topnotcher who tied in various places!!!!,
1. The fault should be on you P.R.C. due to your negligence, it was clearly stated on your examinee’s guideline that cellphone is not allowed inside the examination room, your hiring stupid watchers who cannot implement rules and regulations.
2. Punishment must be only given to the 2 examineers who was caught cheating not the whole 4,780 left who took the exam…

super unfair…kasalanan ba namin kung mataas ang nakuha naming grade sa hydro????? Naiinis ako kasi pinaghirapan ko yun tapos ganon lang mangyayari paparetake lang pala. It’s really annoying that the decision has been made without further investigations… fault of 2 people is not for all… strictly follow the regulations you imposed in taking exams. I’m sure the examinees did their best that’s why they got high scores in hydraulics,geothecnicl engineering and structural design, THEY REVIEWED WELL that’s why there is what we call a review or refresh which they spent much of their money and effort. I spent almost 2oothousand pesos for 6 months..tha’ts including food, board, fare, and hired somebody to do the H. chores so it’s more focus on the review. Think about too! If u want a retake, why not all subjects? it’s not really fair…

I’m very disappointed about why this happened to the CE board. This is downgrading to CE profession. I believe a thorough investigation should be done among the people inside PRC. Leakage won’t be possible without their participation. Don’t make the students suffer due to your negligence. Think about the TIME, MONEY and EFFORT they gave(excluding the cheaters – caught and uncaught) for their review and exam.
This needs a sound solution for the benefit of examinees.

NO to RETAKE!
PRC is very irresponsible.
Remember the error they made in the Hydro/Geotech exam – 3 points BONUS yun. And the said exam was not that difficult. And if they are blaming the very good performance of the examinees on the said subjects, that is totally pathetic and only shows the crab mentality of some people in PRC. Everybody has a chance of getting a good mark, and obtaining such should not be “invalidated”… it should even be PRAISED!
Another point… PRC should be seriously STRICT on their rules. If someone slipped in a cellphone on his possession, then it’s PRC’s fault for failing to check properly the examinees. And it goes to show that they are not as serious as the honest examinees in following rules!
Merong tinatago ang PRC sa iskandalong ito. Napakababaw ng dahilan kung dahil lamang sa mataas na grado at sa 2 “cheaters”, ay magreretake ang ilang libong examinees na nag-aral para dito. Nasayang ang ORAS namin. Dapat ngayon may trabaho na kami. Pero ano nangyari? Isang buwan kaming mag-aaral para lamang paghandaan ang isang (retake) na exam na hindi namin karapat-dapat na kunin.
WE DON’T DESERVE THIS, GUYS!
WE SHOULD MAKE A MOVE AGAINST THIS UNFAIR DECISION!

good morning to all… i was kinda surprised how strict the prc is to the other examinees.. we just had our board exam last august.. but i found most of the proctors were not that strict… there were very many who did not follow the given instructions… many did not wear white shirts, have brought their fones with higher levels of volume( that really distracted us), wear slippers, ot monggol 2pencils… ut still they were able to take the given exam,,,,..even proctors kept on chatting with each other… trying to compare the 2 board exams, ewan ko nalang….lahat naman siguro nang board may leakage…what do you think?

I-analyze nyo ng mabuti ang statement ng PRC na iyan at madami kayong makikitang butas. Ang mga nakita ko ay konti o maliit lamang sa maaring makita ng mas madami. Hanapin natin ang katotohanan at huwag payagan ang pang-iinsultong ito.
Sana’y ipakalat natin ang sulat na ito sa mga site, blogs o e-mail sa ating mga kapatid na CE para mabuksan din ang kanilang kaisipan sa mga nangyayaring maaring hindi rin nila nauunawa an… Gawin nating isa ang ating galaw upang mas malakas at mas malawak ang ating mga magiging pagkilos.

tama ka CLARISSE, i think its time that we do something. im sure if the media knows about this, people will agree and sympathize with us kase tayo naman talaga ang tama (kahit saan angulo mo tingnan) hindi nga nila (PRC) pinalaki masyado ang issue dba when they reported it to manila times, kase, alam nila, sila ang mapapahiya…unlike sa nursing exams, when they had concrete evidence that there really was a leakage…grabe amg laki nun na balita..kaya nga i think we should take this to court, alam kong tayo ang panalo…kase if we just keep quiet about this, parang tinanggap na rin natin na tayo ang may sala kaya we would just retake the exam.. kaya let’s go and fight for what is RIGHT….SUGOD!!!!!!!!!!!!!

I wonder if the case will be settled immediately if legal means is pursued. Baka tapos na yung retake, naghi-hearing pa rin.
There should be a faster way for this issue to be settled. We couldn’t just sit here and wait for a legal procedure to get done.

Ano ba naman yan taga PRC. Noon kami ang biktima ng pagka-profesionals niyo, ngayon mga kapatid namin ang nabiktima. One of the examinee for this board exam is my brother.
Bakit naman ganyan taga PRC. Buti pa yung ibang profesionals jan at pera lang ang ninanakaw pero kayo profesions!!!!!!!! Profesion ang ninanakaw niyo. Tingin ng bayan sa iyo Profesionals (kuno wha wha wha)

I’m just wondering, what is wrong in hydro/geo? Madali lang talaga yun eh,kahit di ka magreview ng sobra, papasa ka pa rin….in fact you can do trial and error..unlike sa math,kahit i-trial and error mo pa,wala talaga…magaling kasi examiner eh…basang-basa ang mga examinees. Why not admit to yourself (to the examiner) that your exam in hydro/geo was so easy…?! Wasn’t that acceptable? Aren’t you proud that this generation of civil engineers are more intelligent?

To the Board of Civil engineers and PRC, the retake decision is ssssoooooo UNFAIR. That isolated case of cheating must not involve those who had sacrificed a lot in taking this November board exam….as far as i know there are corresponding punishment to those who had violated the PRC rules. WHy not make a deeper investigation to the issue and penalized those who had cheated and spare those who had tirelessly reviewed for the board exam…. If this decision will not change….i will not retake the examination. I’ll better take the board exam on May, 2008. BOYCOTT NA YAN!!!!!!

Crap and Stupid are the only two words that I can say against this decision. I have been waiting for so long for the result that it’s truly getting ridiculously stupid now. I’m here in Australia and I was in shocked when my family member informed me about this CRAP of retesting. First and foremost I would like to know that if you were to do this retake “are you paying for the accommodation, food and find some sort of pay back for the inconvience that you have cause to every single examinee because in my opinion that is one of the thing you can at least do to make up for your mistakes. This act is truly UNACCEPTABLE!
It was clearly said to me that the questions in the Hydraulics and Geotechnical Engineering and Structural Engineering field was truly easy and basic so what do you expect, for sure everyone will be getting good scores. Second thing the security was said to be truly tight that they were asked to take off their socks & shoes, clear their pockets & even their lunches was asked to be turn to pieces and two proctors were roaming around inside the room to make sure everyone is doing the right thing, how could someone have the chance to cheat if they were that strict , unless there’s another side of the story and they are just throwing the dirt to the examinees because they would rather LOOK GOOD and let everyone SUFFER and deal with it because in there minds there is nothing they can do to US!
I am truly disappointed with the PRC they have DISTROYED the credibility of the Filipino engineers and to be engineers in result their chances of getting hired locally or ABROAD will be lessen because they will have doubts on your credibility to do the job on their field and this is truly not fair for every single one of them. This has disappointed me & family in so many levels.
If you have strong evidence of the people who cheated HOPE you would be decent enough to impose this change to the people who cheated only and not to every examinees. In my part YOU have wasted my MONEY and TIME!

Prc is really a crab mentality. whats wrong if they get a high scores you should be happy of that. Coz high score better chance to find the job for the new Engineer. Talagang Sayang ang mga naghihintay na trabaho dito sa UK, sa ibang nationality na lahat mapupunta kung puro backward ang takbo ng utak ng PRC. Instead that you create them being a credible newly breed engineer ay ginagawa niyo silang tanga at bobo. But be careful coz they are not like you. How many staff of Prc? And how many Engineer your trying to stop for their good future? Only two who cheat not the whole examinees, ibig niyong sabihin kasalan ni Juan damay si Pedro? To all the examinees do what you think is good to protect your right and we in the other Country will support you. Eliminate the bad people on your way.

The two who cheated is from cdo center but it doesn’t mean that all who took in cdo cheated..
The two who cheated is from two different school ” 1 from MPSC(Mindanao polytechnic state college) and the other one is from URIOS University (Butuan school)”.. Dis students have family names starting with letter C as wat i have herd while taking the exam (may dalawang taong nahuli sa room na ngsisimula sa “C” ang family name..
Guys kami ay nakikiisa sa inyo..

yup, it’s a good thng na ang nagcicirculate sa media reports ay IRREGULARITIES ang reason ng retake.. no “leakage” term was associated..SO I WANT TO CLEAR THE ISSUE RE: TWO STUDENTS CAUGHT using CELLPHONE..LABAN TAYO, pls gather some info regarding the incident.. kelan ba nahuli ung cellphone, BEFORE, DURING or AFTER THE EXAM? kasi kung before the exam, LEAKAGE talaga un and retake will progress for sure.. if DURING the exam, anong oras ngyari? baka kasi they’re just comparing and sharing their answers (which i think the real probable reason)..it supports the claim na 21 out of 30 lang ang tama kasi nga ay sagot lang nila un..san ka naman nakakita ng leakage na pampasa lang..so mlakas laban naten pag ganun kasi THESE ARe JusT ACTS of PERSONAL CHEATING..kung after the exam, obviously, wala na silang pakialam dun..any more updates? natuloy ba ung coverage g tv patrol sa RI? bakit di binalita man lang..

After 2 years…
I still can’t understand that “statistically improbable” phrase…
I thought I have moved on but whenever I visit this page I can’t help myself hating PRC again and slightly to those who took the retake exam.
I can still feel the unfairness of all unprofessional inventors of that phrase.
When I applied for the May exam on 2008, a PRC personnel asked me why I did not took the retake. I said “because I am not a cheater”. He devilishly grinned and said to me “prc pa kasi kinakalaban niyo eh tapos dito rin kayo lalapit” I fought a hard self battle for it almost made me killing him while my anger were turned to drops of tears.<<>> I wish I could do the <<>> part…!!! wahahaha!!! Kaasar lang talaga no? Hay naku move on na nga kasi…!!

its been almost 3 yrs.. and yet wala p rin result ang kaso.. again wat other is always saying.. isa n ito sa mga matatabunang kaso s CA…well for all of those who (until now) didnt passed the exam (especially d victims of these retake-irregularity).. try and try..GOD has always a purpose for everyone..we have 2 look 4 it nga lang.. FAI im also a victim.. took the exam again after a year.. glady passed 70.70 (di ako nahihiya). i didnt go to review centers because its a tumataginting n 50k for the whole review period.. I owe my parents a lot of money n nung nag aaral p ako.. so i decided to go with my lectures n lang.. some review materials i keep.. I believe everything happend 4 a purpose..

ngaun ko lang nabasa ang column na ito,,,after 3 years past, until now i am disapointed on wat happen in our exam last november 2007 and yet i know that it is a very easy exam for me,,, i’ve got a 100% in math and hoping na sana i’m one of the top ten kc mas madali sa akin ung 2 subjects,,,, eventhough nag retake ako at naipasa ko naman ang exam naalala ko pa din ang nangyari at nanghihinayang parin ako am hoping na sana hndi na maulit ang nangyari sa exam namin nung november 2007 dahil sayang ang oras at pera,, sabi nga nila,, time is gold”,,
gud luck sa mga pumasa noon at sa mga hindi naman- wag kau mawalan ng pag-asa”,, time will come ,,, try & try until you succeed,, :)
